Hanoi, April 12, 2025 - HDF Energy, leading developer of large-scale hydrogen infrastructure and manufacturer of high-power fuel cells, has signed a Memorandum of Understanding (MoU) with the Academy of Construction Strategy and Cadres Training (ACST), an affiliate of the Ministry of Construction of Vietnam. This agreement aims to foster the development of green hydrogen technologies in order to decarbonize heavy rail and maritime mobility in Vietnam . The MoU was signed during a formal ceremony in Hanoi, held in conjunction with the official visit of the French Minister Delegate for Foreign Trade, Lauren Saint-Martin, and was attended by distinguished representatives from the Ministries, State-Owned Enterprises and private sector entities.
Over the past decade, Vietnam has experienced rapid economic and industrial growth, leading to a substantial increase in transportation demand across all sectors, including road, rail, maritime, and aviation. The transport sector is currently one of the largest contributors to the country's greenhouse gas emissions, with a heavy reliance on fossil fuels such as diesel and gasoline. Recognizing the urgent need for decarbonization, Vietnam is taking bold and strategic steps to transition toward a cleaner, more efficient transport system. With a focus on green infrastructure investment, including electrification and emerging technologies like green hydrogen, the country is working to align its transport development with its ambitious national goal of achieving net-zero emissions by 2050.
The collaboration between HDF Energy and the ACST, an affiliate of the Ministry of Construction of Vietnam, aims to position hydrogen as a key pillar of this sustainable transport reform, by supporting policy research, pilot projects, projects implementation and infrastructure planning.
Both partners will focus on advancing the research and development of green hydrogen applications in heavy rail and maritime transport, with the goal of reducing greenhouse gas emissions across these critical sectors. In the railway sector, the partners will focus on retrofitting diesel-powered into to zero-emission hydrogen-powered locomotives by implementing HDF's high-power fuel cells. In the maritime sector, the partners will focus on retrofiting diesel ferries with green hydrogen-powered propulsion systems including HDF's fuel cells.
The MoU was officially signed by Ms. Nguyen Thi Phuong Hien, Deputy Director of the Academy of Construction Strategy and Cadres Training, and Mr. Mathieu Geze, Director for APAC at HDF Energy, in the presence of Mr. Le Van Dat, Deputy Director of the Academy, Mr. Nguyen Vu Phuong, Deputy Director of the Academy, and Ms. Chu Thi Yen, Deputy Director of the Institute of International Cooperation.
Speaking at the MoU signing ceremony, Ms. Nguyen Thi Phuong Hien, Deputy Director of the Academy of Construction Strategy and Cadres Training expressed enthusiasm about the partnership, stating: “This agreement not only marks a significant milestone in advancing green energy development in Vietnam, but also demonstrates the strong commitment of both parties to reducing greenhouse gas emissions and promoting sustainability in the transportation sector.
